Richard A. Oden

Rockdale County voters elected Richard A. Oden to serve as Chairman of the Board of Commissioners for his first four-year term beginning in January, 2009. He is the first African-American to be elected Chairman and CEO of Rockdale County. A results oriented, hands on manager, Oden is a Certified County Commissioner in Georgia and a member of the Association of County Commissioners of Georgia (ACCG).

Since his election to office, Rockdale County received the 2008 and 2009 Comprehensive Accounting of Financial Reporting Certificate (CAFR) for excellence in financial management reporting and internal control. Under his leadership, in 2010 and 2011, Rockdale County’s bond rating maintained a AA2 to AA3 despite statewide and national economic turmoil.

Oden has received numerous awards since taking office and can count many successes in his first term. Some of these achievements include:

Richard was appointed to the Governance Transit Task Force by Governor Nathan Deal to help develop legislation for the 2012 regional transit policy. The job of the Task Force is to designate a state agency or authority with the responsibilities of oversight and coordination of transit services in the metro Atlanta region.

  • Reappointed by the ACCG President to the 2012 Chairmanship of the Economic Development and Transportation Committee (EDT) leading the entire state of Georgia County Commissioners. This EDT Platform Policy Committee represents all 159 counties setting statewide policies for the association that presents these policies to the ACCG Board of Managers for approval at the Legislative Leadership Conference held annually. The Association’s six (6) platform policies are then presented to the Georgia House and Senate State Legislators.
  • Member of the Atlanta Regional Commission (ARC) Executive Committee comprised of ten (10) metro Atlanta counties and 68 cities. He is the 2012 Chairman of the ARC Environmental Land Use Committee (ELUC) leading the charge on water, energy, housing, land use, government services, and natural resources. He also serves as on the ARC’s Budget and Finance Committee. Oden is an active member of the proposed $6.1 billion Transportation Regional Transit Roundtable Committee and a member of ARC’s Transportation and Air Quality Committee (TAQC) and the ARC Regional Transit Committee.
  • Recipient of the 2011 Trailblazer Award presented by the National Association of Minority Contractors.
  • Recipient of the Atlanta Business League’s 2009 Men of Influence Class joining the ranks of national leaders including U.S. Ambassador Andrew Young, Reverend Dr. Joseph E. Lowery, the Honorable John Lewis, Dr. Benjamin Elijah Mays, the Honorable Maynard Holbrook Jackson, Dr. Louis W. Sullivan MD, Dr. David Satcher MD PhD, Henry “Hank” Aaron, Nathaniel Hawthorne Bronner Sr, Alonzo Franklin Herndon, Herman J. Russell, and many more past and present leaders.
  • Recipient of the Rockdale County NAACP 2007 Trailblazer Award for being the first African-American to seek the public office as a Rockdale County Commissioner since its establishment in 1870.
  • Prior to taking public office, Oden founded Alexander At’Ta Associates, a performance management consulting firm focusing on staff augmentation, process and performance improvement, customer service, marketing, and brand management development. He also founded the Alexander At’Ta Fund, a not-for-profit organization with emphasis on youth self-help, education, and enrichment.
    Oden is a self-published author, national keynote public speaker, executive coach, trainer, and facilitator.

A graduate of Kent State University in Ohio, Oden received a Bachelor of Science Degree in HPER and Industrial Relations. Richard and his lovely bride, Josett, have been married for 29 years. He is a loving father and grandfather of their five children and six grandchildren.
